Martin F. Dobbins
Managing Director and Country Head of State Street in Luxembourg
Martin F. Dobbins is responsible for the business strategy and governance in Luxembourg, and is the chair of the State Street Bank Luxembourg S.C.A. management board. Prior to his current role, Mr. Dobbins was the chief operating officer and head of fund administration.
During his 30 years at State Street, Mr. Dobbins has held senior positions in collective investments, custody, and information technology in Europe, the United States and Asia Pacific. His previous positions in Europe included regional director of operations management, European director of global funds solution – consultancy, and head of fund services and information technology (Munich).
Mr. Dobbins is a board member of the Luxembourg Bankers' Association (ABBL) and the Association of Luxembourg Fund Industry (ALFI), as well as the chair of the ABBL/ALFI Depository Forum. He’s also a board member of International Financial Data Services (IFDS)* Luxembourg and State Street Services Luxembourg.
He is actively involved in the Luxembourg community.
Mr. Dobbins holds a bachelor’s degree in finance and banking from Suffolk University and a master’s degree in international finance from Suffolk University’s executive Master of Business Administration program.

Managing Director and Chief Operating Officer for Offshore EMEA, State Street Global Services
As chief operating officer for Global Services offshore, Didier Delvaux oversees the operation functions for offshore markets. He is managing director and a member of the State Street Bank Luxembourg S.C.A. management board. He is also the chairman of the State Street Luxembourg Corporate Citizenship Committee.
From 2007 to 2016, Mr. Delvaux was the chief operating officer of State Street Bank Luxembourg S.C.A.
From 2001 to 2007, Mr. Delvaux was a project manager working on business integration of key outsourcing deals. In 2007, Mr. Delvaux became head of fund accounting and managed the outsourcing of tasks to Poland. He started at State Street in Luxembourg in 1994 and worked in fund accounting, custody and pricing.
Mr. Delvaux graduated from Solvay Business School in Brussels with a degree in business administration and finance and speaks French and English.
Head of Product Development, State Street Bank in Luxembourg
Sonia Thein-Biraschi is responsible for key client relationships, market research and regulatory changes as well as sits on the State Street Bank Luxembourg S.C.A. management board. She also represents the bank at external key working groups in these fields, including the Association of Luxembourg Fund Industry (ALFI). Mrs. Thein-Biraschi is currently the chairwomen for the State Street in Luxembourg Professional Women’s Network and attends several conferences helping to promote women in finance across Luxembourg.
Mrs. Thein-Biraschi was appointed general manager in 2010 and has held various operational roles. She advanced to the position of unit head and vice president in January 1999 and started her career at State Street in Luxembourg in 1991. Prior to joining State Street, Mrs. Thein-Biraschi worked in the operational services of investment funds at Banque de Luxembourg S.A. for four years.
Mrs. Thein-Biraschi holds a degree in banking and management from the Centre Universitaire in Luxembourg, and speaks Luxembourgish, French, German, Italian and English.
Chief Administrative Officer, State Street Bank in Luxembourg
Cristina Ferreira was appointed chief administrative officer and member of the State Street Bank Luxembourg S.C.A. management board in 2014. She is responsible for internal governance matters and the review and coordination of strategic initiatives. Prior to her current position, Mrs. Ferreira worked closely with product development in strategic planning and service quality assurance. She was also a client relationship manager. She expanded her responsibilities in 2013 to the management of the Key Investor Information Document (KIID) services.
Mrs. Ferreira has been working for State Street in Luxembourg since 1997 and has held a variety of management positions in the transfer agency department. During her time at State Street, she has worked on key process and technology implementations, including the restructuring of the transfer agency operations.
Throughout her time at State Street, Mrs. Ferreira has been very active in State Street Corporate Citizenship initiatives. She holds a degree in political science and administration from the Université Libre de Bruxelles in Brussels, Belgium. She speaks Luxembourgish, German, French, Portuguese and English.

Paulo Guia joined State Street in Luxembourg in October 2014. He is responsible for the engagement of State Street’s multi-jurisdictional clients based in 20 countries*, client service delivery and cross-selling efforts to generate new revenues, and is a member of the State Street Bank Luxembourg S.C.A. management board. He also oversees clients’ profitability review, thought leadership relating to industry regulatory updates and market changes, legal and fee negotiations, and the follow-up of receivables. Mr. Guia leads a multicultural team of experienced client relationship managers to ensure the best client experience.
Mr. Guia is an active contributor to Corporate Citizenship and Global Inclusion initiatives at State Street and is an executive sponsor of the Luxembourg Professional Women’s Network chapter. He is also a board member of State Street Europe Holdings Luxembourg S.A.R.L. and State Street International Finance Luxembourg S.A.R.L.
Prior to joining State Street, Mr. Guia was in charge of relationship management and client service management at BNP Paribas Securities Services. He also worked in the Euroclear Network Management’s department as deputy head and the account management head for the commercial division. He has held different positions at Banco Comercial Português (BCP) from custody and retail, to the asset management arm. He started his professional career in 1982 at Société Générale in Paris in the retail and private banking network.
Mr. Guia studied banking management at Institut Technique de Banque (ITB) in Paris and speaks Portuguese, French and English.

Eduardo Gramuglia Pallavicino
Senior Vice President and Head of Asset Manager Sector Solutions, State Street Bank in Luxembourg
Eduardo Gramuglia Pallavicino is responsible for business development and is a member of the State Street Bank Luxembourg S.C.A. management board.
Previously, Mr. Gramuglia held several senior management roles at ABN Amro Mellon and Brown Brothers Harriman in Luxembourg, where he was head of sales and relationship management. Mr. Gramuglia has 17 years of experience in the asset servicing and capital markets industry, including experience within custody client services, securities lending and foreign exchange, relationship management and operations management. He also had general management responsibilities, including oversight of central administration for Luxembourg funds.
Mr. Gramuglia is an active member of the Association of Luxembourg Funds Industry (ALFI) and contributes to the work of several of its working groups. He received a degree in political sciences from the University La Sapienza in Rome and speaks Spanish, Italian, French and English.
Chief Operating Officer, State Street Bank in Luxembourg
Fabrice Fagnart is responsible for operations covering fund accounting, fund administration, custody, and depository services for a wide range of clients and products.
Mr. Fagnart has more than 21 years of experience in the fund industry. He was head of client service operations and previously held several management roles within State Street Bank in Luxembourg such as head of special accounting services and strategic operations planning and head of fund accounting operations. Mr. Fagnart joined State Street in 1995 as a fund accountant in fund administration in Luxembourg.
Mr. Fagnart is the chairman of the Employee Engagement Working Group at State Street in Luxembourg and is involved in the EMEA Communications Council.
Mr. Fagnart holds a degree in economics and finance from Faculté Universitaire Catholique de Mons, Belgium, as well as a technical degree in Accounting & Taxation from ISMA, Belgium. He speaks English and French.
Managing Director, State Street Services (Luxembourg) S.A. Alternative Investment Solutions (AIS)
Peter Corry is responsible for managing all private equity and real estate activities within the Luxembourg office.
Prior to his current role, Mr. Corry was a managing director of fund accounting for International Fund Services (Ireland), a subsidiary of AIS. In that role, he managed a number of fund accounting groups in two locations that serviced a variety of hedge fund and private equity fund investment managers. He began his career with State Street Bank and Trust, Boston in 1995 and stayed until 1999. He returned in 2003 following State Street’s acquisition of International Fund Services.
Mr. Corry holds a master’s degree in economics from University College Dublin, Ireland.
