Joseph Noto
Executive Vice President, Global Treasurer
Joseph Noto is executive vice president and global treasurer for State Street. Based in New York, he leads State Street’s global treasury and balance sheet management activities, including asset liability management, capital and liquidity management, investment portfolio oversight, recovery resolution planning, and funding strategy. Additionally, he serves as co-chair of the Corporate Asset Liability Committee (ALCO) and is a key member of other risk committees, delivering compliance with global regulations and fostering a culture of risk excellence across the organization.
Joseph joined State Street in 2026, bringing more than 25 years of experience in global banking and treasury leadership. Most recently, he served as global head of Liquidity Management at Citibank, where he led a team responsible for liquidity risk across a US$2.5 trillion balance sheet. Previously, he held senior treasury roles at Barclays, where, as the Americas treasurer, had responsibility for capital, liquidity, interest rate risk and balance sheet management for all legal entities and branches in the region. Additionally, he has held senior treasury and business roles at Citadel, J.P. Morgan and Bear Stearns, and brings expertise in capital adequacy, stress testing, securities financing and investment portfolio management.
Joseph holds a Master of Arts degree in politics from Princeton University, a Masters in Business Administration from NYU Stern School of Business, as well as a Bachelor of Arts degree from Drew University. He is a CFA Institute Charterholder.
